Hi, bulletpruf.
The rack is 100% mechanical - NO electric tricks in that engine.
Did you disconnect the throttle linkage before trying to move the rack? If my understanding is correct, the rack is moved by the governor which is controlled by the throttle and so the throttle linkage may have no DIRECT control over the rack but just remove all possible impediments to isolate the problem.
Just my 0.02.
Ok, someone on another forum said something about electrical power, but I didn't see where it would be anything other than mechanical.
The throttle linkage moved fine, but I did not remove it.

the way most governed engines work is the throttle controls the governor, the governor controls the rack to deliver the amount of fuel to maintain the desired rpm via spring tension and centrifugal weights

Thanks.
Any tips on freeing the rack? The rod (rack control rod, right?) is stuck. It won't move side to side, but it feels like it might rotate a bit if I tried. Rotating it is fine, right?

Ooooh very exciting! A recovery mission and you had helpers! That makes things nice. We are all on the edges of our seats, biting our nails...
About the throttle: Are all of the linkages free, or did you pull the pin on a portion? I want to think the 17A has a series of linkages that have a couple of pivot points that could use some more of your Kroil (good stuff btw). If you are familiar at all with Cats, to "open" or "close" the throttle, one must give the lever a hard pull back or push forward to "snap". If you can, remove the side cover for the injection pump and generously spray some lube in there as well.
So far, aside from the old girl having some mileage on her, it sounds like things are looking up.
Batteries? I stopped buying 8D and 4D series here when at all possible. Too darned expensive, and hard on your back. Common group 31 for highway trucks are plentiful and plenty of CCA/reserve for starting diesel engines and easily moved around.

The throttle linkage was completely free; it does have a few pivot points.
On the rack, I did remove the cover, and hosed everything down with Kroil. Afterwards, I removed the governor cover, but didn't mess with anything in there. Just taking a look. It all looked nice and clean inside; not really any rust or sludge to speak of.
Good point on the Group 31's! I actually need a pair of batteries for my 1991 F350; lots of folks are squeezing in Group 31's.
Does the "snap" pull back or push forward on the throttle do anything to free up the rack? Or is that just throttle related?

The throttle lever between your legs should have several inches of travel. Been awhile, I think pulling back (hard) to throttle up, and pushing forward to idle down. Some will think because of limited movement, the throttle/rack is stuck. Actually the friction ring just doing its job, if any of my rambling makes sense. JM
