My jet looks just like the one you are holding in the last image I loaded a couple pics in a previous post.
I cleaned it thoroughly
I really wonder what I'm missing here like I said I drilled out all the lead plugs and cleaned them carefully too. Then put in new lead plugs.

You got it. I should have dug up the correct parts diagram to begin with. Sorry for the confusion but they are all part of the TU-4C family.

Usually it's bowl passages that are the problem. Did you check the nozzle discharge tube and idle jet?

Idle jet is good
Not sure which one is the discharge tube. In the earlier drawing you posted on the Venturi body it mentions a discharge plug in the lower portion of body. If so how do I pull the plug because I'm thinking its brass. And if I drill it to pull it I don't have a replacement.

There is really no reason to pull the idle discharge plug unless the passage is plugged up. It is easy enough to check with compressed air flow or a shot of carb cleaner. It does contain an orifice opening that needs to be orientated correctly so that the opening is below the closed throttle plate. I'd sure check on replacement availability before messing with it.

Got It running
After leaving long runner to breather off I could see it backfiring
Someone had put new plugs in it before I bought it. They must have got the leads wrong.
I Switched plug leads shazaam instantly fired up
Where is the oil drain for the pony motor?
Thank you all for your time and effort!
I need to buy a manual I see them on eBay but would rather get it from someone here.

WHOO HOO!! Good job! At least you are starting out with a clean carb.
On the pony oil drain, i don't have one that old, but look on the back face of the left side of the grader clutch housing. Later models have a cast spigot that bolts to the clutch housing near the top, but may just have a plug threaded into the casting there if there is no spigot. The clutch housing seals the oil sump of the pony motor and provides the oil drain as well as the lower coolant connection between the pony and diesel engines.
D2-5J's, D6-9U's, D318 and D333 power units, 12E-99E grader, 922B & 944A wheel loaders, D330C generator set, DW20 water tanker and a bunch of Jersey cows to take care of in my spare time:D

When you say clutch housing you mean the clutch for the pony motor not the clutch for the transmission?
Also How much oil does the pony hold? What is the correct weight?
I have read that some people use ATF in the clutch housing is that the best choice. I see what appears to be 3 plugs on the clutch housing one on the rear one on side and one on top. I assume the rear is drain. Side is fill level and top is to fill it.

The pony crankcase drain is that spigot that comes off the main engine clutch housing just below the mounting flange joint, RH side. Crankcase hold 1-1/2 quarts of 30 wt engine oil.
Pony clutch oil level is the plug on the front of the housing. Holds about 5/8 of a quart. Normally uses engine oil but ATF is an option if the clutch tends to drag.
Seems your making good progress.
