What's with the guys in the Jeep with the loudspeaker on top? Are they being back seat drivers for the operators?

Hi, Folks.
They don't need that PA system. All they need is the surveyor with whom I worked about 20 years ago. He had placed a rock in the middle of the haul road as a change point for a site survey. A Cat 631 scraper operator returning from the fill saw the rock in the middle of the road and picked it up in the bowl at 30 miles per hour. He said later that he could hear the surveyor bellowing from 50 feet away OVER the roar of the scraper engine.
(That surveyor would have been a BIGGGG boy when he grew up. He was in his forties then and DEFINITELY hadn't missed out on any growth hormones. He was the biggest man on the job.)
