Attaching another photo so it is shown but it would seem the uneducated has already been in here and now another uneducated (me) has to sort it out. I have seen the steering clutch adjustment bolt but I left it be because the service manual made no mention of adjusting the steering clutch for brake adjustments unless the drum needed replaced.

Just to clarify, the brake does work when depressed, it was just very difficult to depress and didnt return. With the new spring it goes in easier, but not close to as smooth as the left side and still doesn't return. The pedal depresses the proper length so I did not adjust the brake adjustment bolt. Just seems like something is hanging up the rod. After work I'll get back at it and continue cleaning down there and check that the bottom screw is turned out 1 1/2 as it should be.

The bottom screw is just to carrier the weight of the band from letting the top rub the drum all the time. Generally only mess with it removing and installing new brakes. It seem to me the rust and crude in the pivot points are hanging things up. Panther piss in a spray can is your friend, and time in the seat running it.

They generally need steering clutches adjusted after extended rests. The clutch plates grow with rust, then working the rust goes away and they shrink. So adjustment is needed.

That makes more sense, I still have not put any time on the machine since getting the pony motor issue worked out. Need to get the oil cooler done and the CCU adjusted but thought this would be a quick spring swap and done. I'll clean it all up and put it back together and table this until the other issues have been handled and I can get some time on the machine to see if it frees up after some load. Thanks for the help guys, sure I'll be back with another thread soon enough...
