Hi, Old Cats.
I think you are right. I suspect that somebody needed/wanted a grader and didn't have a Ten to stuff in the frame so they added rear wheels and turned it into a pull grader.

Just my 0.02.

The machine on the left in this picture appears to be a Model Twenty Motor Patrol that was missing several parts and someone made all of the lift mechanism.
I remember someone selling one on ebay a few years ago that resembled this one.
