When I did my d2 I had a cutter edge made from ar500. The welding shop buys whole sheets of it at a good price and was able to pass on some savings that way. I just gave them length,width and thickness and bolt hole spacing. They cut it out on the plasma table and were able to cut the holes square. I used grade 8 plow bolts, they aren't recessed but I will probably never wear them out. I dont remember the price being shocking and it worked out good.

i know you would need special drills just to drill the hole you could use high grade counter sunk head allen bolts instead of plow bolts but there more expensive.
i was thinking more ruffnuts mechanical and blow the holes through with a torch.
if he just want to level and smooth the drive way make a drag type leveling bar with a few lenghts or railway line and some chain space each lenght about 6 to 8 inches apart, and have a length of chain as a bridle that hooks to the draw bar point on his tractor or loader hell even his truck will do. and drive up and down a few times.

Hi,trainzkid88.
He has already said that he wants to able clear snow with it as well as trim the driveway.. I suspect that might just be a laudable ambition in the great state of Maine - - - - where I have heard rumors that it does 'axckshully' snow on the odd occasion.
