i was told that by a marine engineer maybe its when combined with salt water it attacks/wears it. you can get plain white packing that isnt graphite treated. yet dad assembled many borehole pumps with graphite grease on the connecting collars and guide buckets. yet i trust the opinion of the bloke who told me and he should know over 30yrs at sea all over the pacific ocean
 

Salt water is a whole different ball game and does indeed cause issues. That is a classic example of not all marine solutions being superior and unless you are a fool you definitely shouldn't have salt water in your cooling system.

So, is the consensus that graphite impregnated packing is ok for this application, where the Twenty Two will just run regular coolant?

If it was me I would have no problem using graphite impregnated packing. For the reaction with stainless you also need a lot of heat, way more than an engine cooling system can generate.
