Ok so it evacuates on the “end injection” step. I missed that before.

Here are some pictures of the insides. Lot of gunk, moisture, rust.

The compartment shown in picture #4 should be dry (and clean)
You need to replace the inner and outer seals on the control shaft (Two of item #10)

Just to close the loop on this, I had a local guy rebuild the fuel injection pump and I replaced the 4 injector capsules. Runs better than ever now! I keep the fuel topped off religiously now, I won't make that mistake again, I hope.

On my 941b i always crack the tank drain valve each day before i use it--just amazing how much crud comes out
