Hi Team,
sorry for posting wrong gov. Senior moment, as there was talk of J gov in early posts.
I would suspect ozcat needs to adjust the linkage between the hand lever and gov shaft to correct any lost motion preventing the Gov shaft reaching the true shutoff position before the lever and/or the linkage fouls the air cleaner, slot in the dash or where ever else it may foul to prevent correct action to reach said full shutoff. Sometimes the actual external gov control lever needs to be shifted a spline or two to reorientate the lever for a better mechanical operating angle to stop the levers fouling in the rod eyes, etc.
Hi Andrew, yes our trip to Central OZ on the bus tour was unforgettable, vast distances and magic scenery, great people. One can easily see why Uluru etc is such a big part of indigenous folk lore. It rained so the Oodnadatta Track was closed, may be some other time I'll get on it.

Appreciate all the input
Got it sorted when I saw that the throttle movement was limited by the fact that the "cam" with the spring was out of position and did not allow the rack to go all the way back when you closed the throttle. Loosened the top adjuster down (with the aid of a mirror) as far as I dared without it dropping the mechanism (disaster for sure) and was able to "trip" the cam over the lever nad back into its correct position. Relatively easy and no disassembly required, just some care and patience. But thanks to all for the great advice. D2 now quits when told. Also sorted out my pony clutch with the ATF. A great trick and almost immediate success. Can I leave the ATF in permanent and how full should it be ?

Just leave the ATF in the pony clutch full time. .it won't hurt a thing. Fill it to the level plug on the side of the case and you're good to go. I'm glad your shut down problem was that easy to solve. If you're close to the end of the adjustment in the linkage, you could always do as edb suggested. .move the external lever on the governor a tooth or two on the spline.
