Don’t be thinking the #18 is weak. I pulled it many years breaking hard pan. It can stop a D8K with Direct drive and a 3000 pound counterweight.  Skinner 
 

I know they are a stout piece of machinery, but I am looking to modify it to lay 2" water lines 6' in the ground. Thinking the extra steel in the 28 would be better for when I have our D9D, D8H, and D7E hooked on the front. Kinda like this:

That’s some serious pulling power!
You may have put your shank way behind the axle to get enough lift.
We extended the wheels on this one to get 5ft of shank to almost come out of the ground. Original they only have 3ft. Shanks. I put a mounted 4 barrel on the 8k now.

Yeah, the tooth is going to have to slide up and down. Need to keep tooth vertical at a minimum - it needs to be tilted tip forward or it will have a hard time staying in the ground.

Yes the # 28 has a huge push block and blade rest on back .. I found one many years back in Woodland CA . It is a wonderfull machine behind my 8R D8.
