Good Morning to All:
I managed to get a D6 9U running again after a 30+ sleep among he toolies. What I discovered was that the only way the diesel will run is with the external speed control on the governor in the maximum high speed position. Moving it toward a slower speed immediately shuts the pump down. Also, the old gal will only idle at maybe 500-600 RPM with the control in the max position. It seems to me that the connection between the handle and the internal governor mechanism must be installed somehow with the handle 90 degrees or so out of time, or position. Is this a possibility, and can it be corrected by removing and reinstalling the external control? I removed he small cover on the rear of the governor and can increase the speed off idle by pushing a clevis yoke inside with a stick, which proves the rack can be moved. I have a service manual on order, but it may not arrive before I must depart the area for the next several months. So, that is why I am pestering you fellers for a potential answer or suggestion.
Thanks in advance. Jeff

The control lever is splined as is the control shaft so it can be indexed. There is usually a chisel mark on the end of the shaft to match the mark on the lever. Changing the indexing doesn't affect the internal workings of the governor, just repositions the lever.

Thank you, Mr Old Magnet:
I suspected something similar. According to the ownership family, who are two generations distant from the members who actually worked the machine, it got where it is under it's own motive power. Hard to believe when neither the clutch nor the throttle controls work when I find it. Anyway, for me it has been like days in Hawaii are for my wife. I hate the place (traffic, weather) while she loves it. She feels likewise about staying in small town Montana while I am on "Cat rescue" missions. Jeff
