Stuck steering clutches: Part one

Out of sheer boredom I’ve strolled around the lineup of D4s that will be used for parts or revived; tinker a little on each one, because that is how I am.
The 39,xxx that most likely gets knocked in the head has some terribly stuck steering clutches.
The pívot points are so rusted it is disgusting.
The cover plate didn’t have a gasket or half of the fasteners. Maybe that’s part of the reason!
Time to take a torch maybe; the penetrating oil won’t even seep!
I have wondered if anyone has placed a dissicant (sp) pack inside to soak up moisture over the winter or long time storage? Assuming you had to change it monthly!
I did get it running, but I think it has a bad ring(slobber) and some blue smoke too. Just rambling. JM
