Ran across this in a "boneyard" at Carriage Hill Metropark, Huber Heights, Ohio.
I could not locate any identification on the implement.
Plow moldboard was obviously thrown in, does not belong with the grader.
There is a rack on the rear axle, did not see a pinon to drive it though.

The local park districts frown on vegetation management or disturbing the status-quo. There are also some very special types of vegetation present, those that will leave you with a lasting impression. Poison Ivy as example.
There were some interesting "artifacts" there in the "boneyard".
