D3400 Engine will not start

I have cleaned the fuel filter housing added new filters,,hand primer pumped the housing full,new tank and clean fuel.I havecranked the diesel engine with pony motor 10..12 minutes with governor control on and bleed the pumps and no fuel .There is a shutoff lever on the side of the pump when it is cranking ,the lever swings to the left,I assume in the shut off position,this also has the Woodward governor.
Can anyone help me out on this

Hi NVC,
are we dealing with a Generator set or?????????????, a picture is worth a thousand words to help us understand your set up and give a clue as to which Woodward Gov. you have as the controls are different for each model gov.
Some Gen set and Industrial engines can be fitted with a low oil pressure/over temperature shut off system that needs to be set to effect a start.

Is this the lever arrangement you have? To the left is run. Lever to the right is shut off.
