Hello,
I bought a 17A dozer from a really nice man that I think would not lie to me. He told me that the engine did not have much time on it since an overhaul. (year or Two)I ran it about 8 hrs. It set up for 3 months. When I checked the oil before starting it it had water in it. I was told that it could be the water pump.Does anyone know if that could be the problem. Hoping it's not the liners.

I am not sure but when the water pump leak its leak ouside you could loose the oil pug and let go out the water until the oil is coming and tight the plug and use a cap on muffler when the motor is dead and ifhe still have water again in oil maybe it bad seal liner.

Not likely that water pump is the source. It is a gear drive but there is a separate oil seal and water pump seal with open drain void in between. Next candidate source would be liner seals and maybe pr-com chambers. Take the engine side covers off and have a look.
