I have two questions about the governor on the Diesel (D315). The stop spring on the governor has a series of shims under it. I cant find anything in the literature that gives me a stack height measurement or any dimensions at all. Obviously this measurement must be important because there are some .001 thickness shims under it. Second questions is about the governor spring. It looks like the spring has moved down the shoulder but I cant be sure. Is there a set length that the assembly is supposed to be? It looks like it is staked from the factory but I wanted to make sure that nothing had moved.

Should not be any shims under the lock, the parts book list the shims, just between the torque spring and stop and the lower block and gov. housing. The torque spring should be set with a rack setting gauge. The torque spring looks worn, should be replaced. The gov. spring looks correct. There should be a lock on two above bolts. Rack setting is 1.736"
Did you also check the roller wheel bearings and the main flyweight bearing?
