Ok, stopped by the grader and what you are looking at is the lever on the extension of the clutch fork shaft that is used to operate the shifter lock lever. You must be missing a short link with a couple of clevises on the ends.
2B2262 yoke,
2B2254 spring,
3B3325 yoke and
6B5463 bolt (the link)
this thing has some spring loaded action to it via the bolt and spring, it is not a solid link.
