Looks pretty much like a Sixty.
That clip is a piece of tin with a hole for the spring on one end, then, a hole in the middle for a screw to hold the throttle wire. It also has a couple ears that fold over to keep the wire end tidy. Wish I had a picture to show you.

Very surprised that the books don't cover this in more detail, both visual and written. I have been looking over the parts, operator, and service books last night and noticed a few things.
The associated bolts have the heads drilled for lock wire (thanks for the hint Josh) so lead seals can be crimped (like a gas/electric meter)to show if the adjustment has been tampered with. The parts book reads three car seals, so the :
The lock bolt for S1078 screw (high gov speed)
Two S1082 cap screws for S1079 cover
Two cap crews S292 to secure S1077 housing to the engine
I am missing the clevis that secures the forward end of the gov spring to the lever S1742 and the 2464A clip.
It would be easier to replicate the parts if someone had a pic and some measurements.
Interesting that Cat was so concerned with tamperproofing the RPM, guess they had a few problems with exceeding the redline?

I searched through some parts and found these screws in the spring housing. Book says need two, but didn't see where it shows the adjustment lock screw, so three should be correct I guess.![]()
Also found this clip. The folded end is missing part of the fold and that might let it slip into the throttle cable tube, messing up the RPM setting. This is how it was assembled with a wire instead of a cable using a 10-32 screw,washer, and square nut. The clip is stamped from 16 gauge steel![]()
Haven't found a S-1081 Clevis yet. Anyone?
