D2 3J looking at buying

I went to look at a D2 today, SN 3J7194. I love in northern California and was wondering what I should offer them. It has been sitting for 10 years, covered outside. Oil looks good, radiator is drained, tracks are good, pony is free as well as the main engine, clutch and frictions are free, right brake goes to the floor. It would be a nice restoration project.
Thoughts???

I would sure want to fill the radiator and run it around some, but it looks to be a nice, well maintained tractor. The pony paint job points to some relatively recent work on that part of it.

The brake pedals don't show a lot of wear, but I would still question the chances of the hour meter reading being correct on a machine that's nearing 70 years old.
D2-5J's, D6-9U's, D318 and D333 power units, 12E-99E grader, 922B & 944A wheel loaders, D330C generator set, DW20 water tanker and a bunch of Jersey cows to take care of in my spare time😄

Steering clutch levers seem to be positioned way back. This could be a symptom of stuck and rusted up clutches. Beware or at least know what might be needing repair.

Best case they are still springy, and a rolling test will prove if they release. Maybe you did that already.

They did spring back (the steering clutches), but I did think that they were far back. I have a 22 that I restored, but don't know much about D2's

Drag it with something while trying to steer it or better yet, get it started, but then the price will go up!
Non-known main engine condition(currently not running) and stuck steering clutches dictate price.
More thats working, the higher the price will be!
Go over to the For Sale side and peruse the D2's for sale prices.
That will get you in the ball park for the area you are in.
