Hello Drew, That's a very nice looking D7E. I can't be of any help on your Hyster D7H winch problem. I downloaded some of your pics so I could magnify them. I noticed that your picture of the underside showing the diagonal brace there was no sign of the dead-axle bearings being greased lately. I hope that I'm mistaken; please don't be offended, but those bearings should be greased every 10 hours of operation or very expensive damage will occur.
We have a lot of manuals and other info on D7Es in the ACMOC library, but you have to be a paying member to access them.
I found a Operation and Maintenance Instructions(OMI) on eBay:

I get a kick out of home owners that want to go for the most expensive fix rather than checking the inexpensive easy stuff first..
Check the hyd hose that goes into the box on top of the winch, where the control cables go in .

Im not a homeowner I’m a construction contractor doing millions of dollars of work every year. I just dont specialize in antique bulldozers or their mechanical operations. I OBVIOUSLY checked all the lines under the seat first. It’s not leaking from any hoses unless they are internal and pumping it out the shaft seal somehow.

Does seem like PTO shaft sealing would be the likely leak candidate or possibly one of the through bolt holes is missing cork seal.

You know since you don't even know how the clutches on a PC winch works and apparently can't read a parts book we can lump you in the home owner class.
If the pinon seal leaks on that winch it passes oil into the tub on the tractor.
On the other hand when the oil supply hose leaks oil runs down the front of the winch.
