Could I please have some advice on the reliability of a crankshaft that has been rebuilt to standard/standard with hardchrome? It is a crankshaft from D7 3T part no 7B7452.

Hard chrome plating the journals gives the ultimate in wear surface.
There are a few challenges to doing it right, adequate thickness, bonding and minimum voids (expect some). Can be a challenge to get someone to do the grinding to size.

Yes, hydrogen embrittlement is inherent in the process but can be minimized with proper heat treating process.
