Anyone knows what a 51b4941 engine is? 4 cyl before 1968

I have a mining locomotive that has a cat 4 cly engine, 51b4941, was totally rebuilt in 1968, turns over, never ran. I was going to scrap the locomotive, (wrong gauge 24 inch) was going to save the engine and other parts, but don't know what the engine is... any help?...WA7OPY
