8T16361 and up, 70D or 71D are oil clutch graders. The engine oil is pumped into the clutch and returns by the flywheel and clutch flinging it back into the engine.
Breaking a clutch loose is easier in high gear. If you have good brakes, drive along with the clutch all the way down and hit the brakes until it breaks free. If no brakes, chain something behind it to act as the brakes and do the same thing. You might want to try chaining it to something heavy or even immovable and use a lower gear, again with the clutch pedal held down the whole time.
Shouldn't be too badly stuck if it's an oil clutch. They will sometimes move a little when the engine is started just from the drag of oil between the clutch disks
Before you do any of that stuff, you probably should look in the clutch housing and check that everything moves properly in there when someone presses the pedal.
