hello,  I have a 1952 D4 Dozer. The problem I am having at the moment is once running I pudh the throttle lever to the stop position and the diesel does not shut off. I did have the govenor housing off.  When I went to reinstall the govenor housing the fuel rail would not move so I removed the fuel pump cover. All I needed to do was wiggle the fuel rail to free it then hook it back up to the govenor. Any ideas to why I cant shut it down?  Best it will do is a low idle.
