That's so the radiator doesn't suck up all the chaff and dust from the tracks. Air comes in from the top.

Its really a water tank for the toilet in the cab, notice the vent pipe at the top rear of the cab?

Thanks Rome, I'm guessing it's open at the bottom so that any detritus that does come in the top can just fall out the bottom? (pun kind of intended : )
