I'm guessing the hydraulic tank number is the military registration number (basically an asset number)
The #70 might the the vehicle number. If it's like trucks, jeeps, etc, each unit gave their allotted vehicles a number. For instance, on my Jeep I put my Dad's unit markings
353 E C-1 (353 Engineers Costruction Btn, Company C, Vehicle #1)
I didn't have the registration number for the hood so I just used the VIN number.

I am proberly the least likely person to know BUT it is my understanding that in WW2 the US didnt have an airforce as such they had an ARMY Air Wing the Airforce was formed after WW2
As I said just before I have no idea about numbers at all but the Army Airwing was on a documentary on TV I saw recently
So assuming that that was correct I would guess that if it is blue it most likely is Navy Does anyone know if the Army Airwing units were painted blue or green I couldnt imagine that they painted them blue but that would be only a guess

I had the link to the military vehicle history guys' website on my old computer, but lost it in the crash.. I contacted them about my 1944 TD9 IH, it has OD paint under the yellow & an Army serial number suffix. I was wanting to restore it in military dress & recover the old numbers, but I never followed up on it...I'll try to find it, they have access to some of the old registration numbers, I think.
Edit: I found an old email draft with the name. They are more oriented to Jeeps & trucks, but you might run it by them...

Regardless, the USAAF was pretty much the equivalent of the post-WW2 USAF, it just wasn't autonomous, it was controlled by the U.S. Army.
Don't recall seeing any blue-painted ground equipment anywhere that was either USAAF, USAF or USN. However, I do know that some USN Landing Craft were painted a blue-gray color.
Oz Dozer Im not old enough to remember the war by around 30 odd years for the paint colour I was going on the fact that even in the colour footage of the war I have never seen any blue US air force trucks ect but there was certainly US Navy blue jeeps and trucks

There used to be regular government dispersal auctions at Lake Placid if I remember where the Blue Air Force truck came from a shirt tail cousin had????
Anyways, that tractor may have been held for a long time in "Reserve" status, similar to the two or three vintage "Green" D4's in Pennsylvania that have been posted about in the past year. I know the D4 we had was WW2 surplus but was still painted Green when bought in the early 1980's at a sawmill auction in Northwest Pennsylvania.

now you got me thinking i only live 40 miles from lake placid ny if thats what you mean. Actually my d4 has army green under the blue paint. I just assumed it was navy or air force later in life. We got this dozer from the local john deere dealership about 30 years ago. Which is about 55 miles from lake placid.
