I have a book about Russell Grader with lots of photos with old graders, there are some of the tracked types too to see.
I can direct you to one in central Michigan if you like, has trees growing up through it.
That looks like Dave Wintermute from NJ.
Those are called Motor Patrols
A ten, Fifteen, twenty and twenty eight were made by Cat
Russell used several power units to make theirs: McCormick Deering (No. 2,3) and Holt (No. 4,5)
Cletrac (No. 5) Caterpillar Fifteen (No. 6)

Hi, Graderfan.
As I understand it, Russell made these attachments to suit Cat Fifteen and Twenty tractors plus, as Chriscokid mentioned, several tractors from other manufacturers. They also used wheeled tractors from several manufacturers to build self-propelled dedicated graders around. I believe the practice of using other manufacturer's tractor to build graders on stopped when or shortly after Caterpillar bought Russell out in 1928.
Just my 0.02.
