Cat track bolts exceed Grade 8 with a minimum tensile strength of 160,000 psi. I'd suggest you use them.

Look in the CAT one safe source book, you will find the part numbers for the bolts you will need in there.
They have the track nuts in there aswell but only have a height dimension so make sure if you buy new age track nuts they will fit into the links,I know the 22s have a lot of room in the links and use normal hex nuts on them but not sure about the tracks you are trying to reassemble.

The smaller track bolts for the older tractors to my knowledge?
I did find a couple of sources for the high nuts and hardened lock washers to fit the 7/16" that is used on the D-2 pads. There are bolts commercially available in Grade 9 that will work fine but you need to go 1/4 inch longer to get the correct "Thread to Length" ratio else there will be a lot of thread in the Rail which may work the pad loose over time. They will not have the taller head that Track bolts typically have but on a Show Tractor, wear would not be a factor.
