Torque specs for cover plate in back of fly wheel on D2 pony

I took the end plate off with the end bering ,under the fly wheel , and was so surprised the cap screws were barely finger tight, now I have a new gasket from Cat but don't know how tight the cap screws should be. should I use any gasket cement? Thank you all in advance.
