Getting a bit farther along with the little guy.
Moving some fuel around with the hand pump and the direct electric starter.
havent got the proper controls for the throttle yet so in the meantime I am using a control rod about 4 inches long.Looking at the housing of the governor with the control attached (sticks pretty much straight up).
which way opens the rack up and which way shuts off the rack.
i have looked at a lot of pics and vids but someone is always standing in the way,or im to short.
I took the cover off the pump housing but that didnt tell me much other than the rack isnt stuck.
On a side note this engine has no yellow paint on it,just black and grey.
All 24 volt ,generator and starter.no pony motor...looks original.
local guy that does starters and generators said it was probably built for military.

The governor weights pull the rack forward to slow the engine down and the throttle control stretches the governor spring which pulls the rack to the rear of the engine to speed it up. The lever on the outside of the governor should move upward (rotate shaft counter clockwise as you face the side of the tractor) to stretch the spring and pull the rack toward the back.

I'm looking at the D3400 parts book, but should be similar.
D2-5J's, D6-9U's, D318 and D333 power units, 12E-99E grader, 922B & 944A wheel loaders, D330C generator set, DW20 water tanker and a bunch of Jersey cows to take care of in my spare time😄
