Regarding the injection pump housing overfull.......only thing I would do right now is ensure the drain line from the upper compartment where the lifters are is open to the ground. It usually is connected to another line by a t fitting so you might have to disconnect one OT the other branch and run a wire up it, use compressed air etc. Leakage from the pumps should collect in the upper chamber and be channeled to the drain.
If you have a plug in the governor end of the pump housing fuel gallery that runs along from front to back under the engine side of the pumps, it can leak into the governor and collect in the oil sump. It uses an 8b4967 o-ring just like the one between pump housing and fuel filter housing. That one usually leaks directly into the engine oil so it is a more immediate problem. Late models didn't have a casting with an opening on the governor end, so no plug seal to leak.
Oh ......change the diluted? oil! If its the fuel gallery plug seal, it will quickly fill the housing again while it's running and has fuel pressure.
