I imagine the wire is passed thru the holes in the heads of the capscrews to keep them from backing out. The wire is soft so that the ends can be twisted together without breaking. I think "annealed wire" is the correct term. This type wire is also used to secure the capscrews in jet engines. Stainless wire should work ok if it is annealed.
Early sleeves used the drilled cap screws and locking wire. Later units used bent locking tabs with regular cap screws. I would also add lock-tite, these cap screws need all the help they can get.

Here’s what T.F. & OM is talking about on the wire for the bolt heads on the starter pinion. I don’t recall who posted this picture of the starter pinion. But, it wasn’t me.

I would like to thank all of you for your help. I am sure I have plenty more questions. I didnt get the bolts with the sleeve unit do you know what size bolts they are i guess i could have them drilled for wire. Any other suggestions.
