I have had similar thoughts about a starter for gas cats. I have made these adapters, one is for a 15 and the other for a Model F Cletrac. I was thinking of adapting a starter motor/battery on a small cart but have not made any further progress yet.

the starter in the link is likely from a Continental W670 7 cylinder Stuart Tank engine. At any rate it is a radial engine starter.
Maybe a search around will unearth a suitable one--has planetary gearing for slow speed turning of the 3 tooth dog to engage either a gear wheel in the cam chest that is in mesh with a crankshaft gear in the W670, other versions for other brand engines direct couple via a similar dog to the crankshaft end.
Other small engine starters I have seen around Rally grounds use an old style car starter that used an outboard mounted centrifugal bendix--remove the bendix and fit a small vee belt pulley and rig up a suitable pivot/anchor point and use a vee belt around the flywheel rim. Have seen something similar posted for the Arrow oil field engines.
