Really need more photos of the rock guards and belly plates to be sure but I'd guess that it is not. Yes, it has had some work done on it but those rock guards on the tracks don't look genuine McCoy to me. If memory serves me rightly, the McCoy units also had heavier fenders to help with traction.

It certainly has some design similarities to my McCoy D4. What I noticed immediately was the blade design and rear pulley set up. Where I its located?
Looks more McCoy right to me from what I can see including just barely visible heavy side plate frame.

The memory I guess is the first to go. The only McCoy conversion I ever saw was about 50+ years ago and I remember it as having a single stack similar to the DW21. Don't recall seeing a roots on it so must have been the later turbo which i think came about in late 50's. I could be wrong but I remember the McCoy as having a single stack. I can remember it smoking like a steam engine.
The only reason I remember the McCoy designation as the guy told me about it when I mentioned the wider grousers on the Cat. In our area the D7 was the most common Cat.
That is not to say they maybe made some McCoy's with twin stacks.
We had a lot of IHC around here and they are the only ones I remember with the twin stacks.
What I am saying is I really don't know any more about the McCoy's than that.
