Reply to chugwater crawlers:
I had a rebuilt Ensign carb that had a stuck float. I had to used a different float. I have been told that the old floats absorb fuel and stick.
My manual RE: the Ensign carb on a Cat Twenty states high speed screw is to be opened 1 3/8 turns from closed. High speed screw is on top on my carb. Idle screw open 3/8 of a turn from closed position.

here is a scan from my Early Products Book for mid S/No 30 carb.
The initial settings given for late S/No range units is from closed(screwed in) Main Jet (top) 1 1/8 turns open, and Idle (side) 1/2 turn open. Depending on many variables this will change.
Note the circled data in the scan attached, this may be something to look at.
Simple things like fuel blockage in :- lines, taps,fittings, banjo bolt/stud at fuel inlet bowl/adaptor and its screen, clogged fuel tank filler cap breather, using correct tank compartment/change over tap position, saw a30 once with home made manifold that needed nearly a full tank of fuel to get level with the float chamber, let alone going up hill, and probably some other places in the fuel system.
Sometimes when starting an engine for the first time I adapt a carb of known performance for the initial runs, use suitable water pipe or what ever elbows, rubber hose, etc, nothing fancy to adapt a up/down or side draft carb to fit, be it either too small or too large for the engine doesn't matter, within reason, as you are only running under no load and low speeds.
Did this on the Bosses 30 when I first got it fired up, wasn't going to chance my hernia repairs on it, needed it to fire and run with minimum cranking, and it did.
