What's with the weights on the last two lines?

I suspect that those last 2 lines might relate to what is known as 'cubic tonnage' which, IF my understanding is correct, is based on a nominal formula for the weight that can be transported in a given cubic space - as opposed to an irregular space. IF I am right, they have probably taken the length, width and lowest height, 'cubed' them and calculated a nominal weight based on that calculation.

The actual weight is 14,678 lbs. The measurement tons (volume used for freight calculations, not mass) is 15 tons.
