Remove the @ 6"x 5" covers on the back of the transmission case and take steel bar and a hammer and tap on the top of the brake band linkage and they should free up or pop loose from the brake drum. Then check the pedal travel.
Where is the linkage, i took off the cover on the back and i could not see a linkage, i even had a friend press the brake and i only saw the band move a little.

my 7U has a plate underneath the seat, remove it and you can see the linkages and adjustment for the bands in there
Ok thank you guys. The seat has to be removed to access this cover right?
do any of you know how much hydro oil i need in my tank? I have the extra tank on top of the engine.

yes the seat has to be removed--can't remember if there was a tool box under the seat also--don't know the amount of hydraulic oil, but the iso 32 should be fine for Maine's cooler climate
I found a plate under the seat that can be accessed without the seat being removed, is that the one? the plate seems to go to the wall of the fuel tank from the front.

Yes just remove seat cushion, not seat frame.
