Has anyone ever serviced a govenor group on a 3304?

941B, 80H04086, Engine Serial# 78P1842, Engine Arrangement 2P6776.
Was told that the govenor has an oil leak, almost a stream when warm. It's not obvious where its coming from. I don't quite understand if the govenor is dry or engine oil lubricated. My first guess is that it should be dry so that the weight assembly could deploy. Does anyone have any experience on these?

It is both wet and dry. The pump section and governor run in fuel at transfer pump pressure. The outer throttle shaft control section is dry, protected by inner and outer seals which are the usual culprit when you have a leak.
