Can anyone tell me about a 5E59 pull grader. It has what looks to be a single cylinder small engine on it. It is near me and for sale.

12' blade, mfg in Peoria
That one is a 1935

What would this be worth, tires are shot and the little engine is froze up. If you could give me a guess that would be a good base to offer the person.

if that is the correct engine, they can be hard to find.
I would estimate 1500 to 2500, a good rule of thumb is to try and offer something above scrap price, also inform the owner what your intentions are for the grader.
If someone knows that it will be put back in service, this may help motivate them to accept your offer.
