That blowby doesn't seem too bad, but the chuffing sound right at the end of the video sounds like a burnt or stuck exhaust valve. I'd look at the valve clearances first to verify that they are all within specifications, and if they are, then you might need to remove the exhaust manifold and start it up again to identify which cylinder has the problem. Then you can remove the cylinder head and repair the valve(s) on that cylinder.

Smoke from the cap is unlikely to be coming from a burnt valve. That would more likely be blowby past the piston rings. I wouldn't touch the piston rings yet - look into the valves first because that would be an easier fix than piston rings. Easy to remove the head and fix the valves.
have you checked the crankcase breather for clogging? the blow by doesn't seem too bad--that funny noise on shutdown is kind of common--my 941b has been doing it for over 30 years

Not familiar with the 3204 but if there is a tube running from the valve rocker cover down the side of the engine and open to the air, that's it
