will a 12 volt starter CAT #3E1865 off a Cat 910 wheel loader(motor 3204) work to convert a 1959 Cat 12 motor grader(8T-17251) to electric start...thanks

Not even close....that's a Nippondenso gear reduction starter. No helical drive gear available. Course with unlimited funds and access to a machine shop maybe it could happen.
