Hate to tell you , but the idler has to come off the frame , You may as well dissassemble both sides and start over .

The flate plates are bolted to each side of the idler shell and have a gasket between the ider shell and plate to seal it .
these are ware plates that are what the bellows seal presses against ,sealing grease in and dirt out . Also retension plates to keep idler shaft in place.
You definitly need them in there!

Yup, those are the plates that are missing.
So, there is no way to get them in there without taking the idler off the frame then?

you may get lucky by removing the 4 cheek plate bolts--the 4 bolts tru the side plate and yoke--shown in OM's pic.
You may then be able to lift the yoke high enough to get them in.
If you could get them in as it is now assembled then they would come out in operation, which they can when the idler wears strips wear enough or break off.
Only other problem I see is you need to make sure that the springs and the round discs that sit on top of the springs are in place. If they are you would be OK to go.
If not then the assembly needs to be removed to fit the discs and springs.
