D7 17A pony engine clutch adjustment

I thought I would adjust the pony engine clutch while I had the gearbox opened to time the magneto. No matter how much I advance the collar I couldn't get the clutch to snap over. It has started the diesel in the past, but the brake isn't to great. And it seems to turn the diesel when starting the pony engine. But last time I started the engine it disengaged on startup. Any thoughts?

In addition, while I was in the gearbox I noticed a 1" welch plug laying loose on the brake mechanism which I fished out with a magnet.
