Yes, that would be a #46 Hydraulic Control s/n 48C1-up. Also known as a 173 Hydraulic Control s/n 48C1-up.
The 46 is a front hyd. unit and the 173 is a fender mount unit , two completely different systems.

Wrong again and I have the Service Manual to prove it.

The D7 17A used the #46 hyd. control. The manuals are sometimes available on ebay. I also have the manuals and I will help if you tell me what info you need.
The #46 hyd. control was also used on the D7E; Old Magnet is correct, it was then called the 173 hyd. control. There were three hyd. controls available on the D7E. The 173 was the front mounted unit, the 172 was the fender mounted unit and the 171 was used to operate a tilt cylinder on cable blade equipped D7E tractors.

Check ebay for yourself, 173 Service Manual is about 20+ pages, also Parts and Operators Manual. Very good detail on servicing the #46 Hydraulic Control.
