I have all the floor plates out and can see every thing moving,the right
steering clutch works very little to non at all,have not tried to adjust yet.
I adjusted the hand clutch trying to get the shaft to stop when disengaged
but the brake disc was worn out.Can you adjust the hand clutch to tight?
After i adjusted the hand clutch is when things started going south.I filled
the clutch with new oil but did not help.I have not tried to adjust the clutch
at all.I talked to a cat dealer and they said that the adjusting ring was most
likely frozen and would not be adjustable with out removing the clutch.
The lever has very little snap even after i adjusted.The system is very smooth
with little to no viberation.

The only adjustment was on the hand clutch lever.

Adjusting the clutch means rotating the adjusting ring that your Cat dealer mentioned. Changing the lever adjustment just moves the lever position.

Here is how to adjust the clutch:
Do not over tighten the adjustment lock clamp nuts as they have been known to strip and requires clutch tear down to repair.

Now back to the original problem(first problem). Your clutch stop brake may be worn out. To put tractor in gear, slow the engine to the lowest idle possible. Then if you have a CCU on the back, you can stop the transmission gears from turning by pulling 'up' on the winch lever until the blade stops rising. Or pump both of the steering clutch levers at the same time (with one arm) until you can't pull them anymore(or they get very difficult to pull).

Thanks guys for the help on the clutch.It's working perfectly after draining
the oil, washing out with kerosene and filling up with fresh oil.The system
had more water than i thought,I had changed the oil a couple of weeks
ago but some how it still had a lot of water left,anyway it does not throw
oil and water out now and does not slip.I did adjust the clutch a small
amount , and will adjust properly when i find a spring scale,so a huge
thanks for your help.I had already called someone to remove the clutch.
I was very pleased to call and cancel.
Now for the next search for knowledge,does the weight of engine oil
(15-40 vs 30) have any effect on the performance of the govenor ?I changed
oil a couple of months ago and put rotella 15-40 in the engine and now
the govenor does not work.Most dealers sugest 15-40 now.

No, 15W40 will not affect the performance of the governor and should not have any detrimental effect on the performance of the engine.

Have you checked that it has oil in it? It is filled along with the injection pump housing on most of the old tractors that don't have pressure lubed injection pumps.
