Having problem with throttle not holding position when about half throttle. Stays for a little then drops to low idle, throttle lever falls to idle position , is there anything other than the ratchet assembly on the side of the governor assembly that holds throttle setting?

That circular “rack” or stationary ring with internal teeth 5f2880, may have a worn section. Seems like it can be removed and rotated a quarter turn to get better teeth in the important area.

The whole ring assembly with dowel pins, screws etc 7F1644 is listed as well

The pawls that engage the ring are 5F2220, springs are 7F2359.
D2-5J's, D6-9U's, D318 and D333 power units, 12E-99E grader, 922B & 944A wheel loaders, D330C generator set, DW20 water tanker and a bunch of Jersey cows to take care of in my spare time😄

Those governor ratchet parts are rare and expensive. The ring can be rotated but you give up the dowel location. I have got by changing pivot pins to bolts of the right clear shank, cut down with self locking nuts. I use the bolt to squeeze the yoke joints just enough to get the friction desired.
