That circular “rack” or stationary ring with internal teeth 5f2880, may have a worn section. Seems like it can be removed and rotated a quarter turn to get better teeth in the important area.
The whole ring assembly with dowel pins, screws etc 7F1644 is listed as well
The pawls that engage the ring are 5F2220, springs are 7F2359.
Thanks for the response , I wanted another opinion before I tore it apart , I never had this problem before.
