D6B radiator drain cock stuck

Wanting to flush out the cooling system as much as possible. I found the drain cock on the lower elbow is stuck. I am guessing it turns clockwise to open? I have tried both ways but don't want break anything. I am using a six point socket. Would it be safe to bump it with an impact wrench?

That is the direction I started with, but nothing moved. I wanted to double check so I don't destroy something. I have put as much pressure on it with a 1/2" ratchet as I dare. Thinking maybe just bump it with an impact.

I would try heating the pipe casting around the valve screw threads
The one on my D6 9u was really stuck tight too
D2-5J's, D6-9U's, D318 and D333 power units, 12E-99E grader, 922B & 944A wheel loaders, D330C generator set, DW20 water tanker and a bunch of Jersey cows to take care of in my spare time😄
