First thing to determine is where is the detent mechanism that holds the throttle in whatever position you set. I think it must be in the throttle control on the tractor instead of the engine since I have an old D333 engine out of a D6b i have used for parts for the 12E grader. The grader has a decelerator mechanism and the tractor engine appears identical to the grader engine. The only detent that I can feel are the idle cutoff that prevents inadvertently cutting off fuel as you idle it back down. The throttle setting is held by friction in the control lever in the cab, not by the governor on the engine, so a decelerator can be installed in the linkage between cab lever and governor lever
Contrast that to the D318 that preceded the D333 where there was a ratcheting detent mechanism in the governor control mounted on the side of the engine. Any decelerator mechanism there would need a stiff spring to be able to overcome the ratchet and would result in a very stiff pedal.

If'n you look under the cab, I think you will find a slide mechanism where the accelerator linkage joins the throttle linkage that allows the ACCelerator to move the governor control past wherever the throttle is set. What 123abAB is looking for is an arrangement that will allow him to use a foot DEcelerator to REDUCE the engine speed below where the throttle is set.
I think the same mechanism that the grader has to allow the accelerator to move the governor control linkage past where the throttle is set would also allow a DEcelerator to reduce the engine speed below where the throttle is set if it was connected 'back-ter-front'. I yain't absolutely sure about this but I think it could be worth investigating.
The 'kwestyun' that I have for 1243abAB is just where is he planning on mounting a decelerator pedal on a D6B with the steering levers coming up from the transmission top between the brake pedals. Methinks that it would need TWO pedals, one on each side, so that it could be accessed with either foot if the other was already 'doin' dooty' on a brake pedal.
