Is it out side? It may have I ce in it and around the pickup tube.
Are you sure you got all the bolts?
There are:
30 -7/16 x 1-1/8 pan bolts
4- 1/2 x 1-1/2 bell housing bolts
7- 3/8 x 1-3/4 bolts into the timing cover
With all these out it's a clear drop but you have to drop or remove the equalizer spring bracket to get it out.

Yes, all from the bottom.
Are you sure on the year model??? the earlier D4600 "R" series tractors have some "juggle" requirements to get the pan off.

Year and model is correct.
Pull the side covers off and have a look in there to see if anything is hanging it up. I'm stumped😕 😕
