I recently completed an electric start conversion. The tractor has not ran in three years. I removed cover to investigate and found lifters and rack stuck. Also i removed the oil fill cap on the pump body and found it over-filled with diesel fuel. Un-stuck every thing, still no start. It has over filled with diesel again. I am lost...

Couple of things to check:
There is a 1/4" drain line coming from the upper part of the pump housing to drain away any leakage past the injection pumps. If this isn't working fuel can accumulate high enough to dribble down the lifters into the lube sump below.

If that isn't it, depending on your serial number, there is an o-ring seal at the governor end of the fuel manifold that will allow fuel to leak into the governor and down into the common lube sump.
